There are two ways you can go about answering a specific quesion. One of them is via re-rank and the other is using instant answers.

How do i re-rank and when should i use it?

Re-rank is used when the search result you wish to come out on top is not correct, and you know that the correct content is on your site. In this case, using a re-rank will ensure that the correct result is the top result. It could also be situations where you know there isn’t an answer, and you want to make sure a specific page —like a contact page—always appears.

Remember, re-rank is only for content you already have on your website. If the content isn’t on your site, you need to create an Instant Answer.

How do i create an instant answer and when should i use it?

Instant answers are used when there is content that isn’t available on your website, but people are searching it anyways. Perhaps you are noticing people are constantly inquring about content that is not on your site, but as a courtesy you want to help them by re-directing them to the correct site.
